Ministry of Housing and Urban-Rural Development: Accelerate the establishment of a new model for real estate development and improve the basic systems for commercial housing development, financing, and sales

On October 29, the Ministry of Housing and Urban-Rural Development held a conference for party members and cadres to study and implement the spirit of the 20th National Congress of the Communist Party of China, and to research and deploy the implementation work. It is essential to adhere to connotative urban development, using urban renewal as an important lever to vigorously promote urban structural optimization, energy conversion, quality improvement, green transformation, cultural continuity, and governance efficiency, while firmly maintaining the bottom line of urban safety, and building an innovative, livable, beautiful, resilient, civilized, and smart modern city for the people. Accelerate the construction of a new model for real estate development, improve the basic systems for commercial housing development, financing, and sales, optimize the supply of affordable housing, meet the basic housing needs of urban wage earners and various disadvantaged families, increase the supply of improved housing based on city-specific policies, and promote high-quality development of real estate. Vigorously develop new construction methods such as intelligent construction and green construction, promote the industrialization, digitalization, and greening transformation and upgrading of the construction industry, and consolidate and enhance the position and competitiveness of the construction industry in the global division of labor. Efforts should be made to create a high-quality life. Systematically promote the construction of "four goods": good houses, good communities, good neighborhoods, and good urban areas, build safe, comfortable, green, and smart "good houses," implement housing quality improvement projects and property service quality enhancement actions, establish a safety management system for the entire life cycle of housing, promote the renovation of old urban communities, build complete communities, vigorously advance the construction of new urban infrastructure, accelerate the construction of urban infrastructure lifeline safety projects, and improve the historical and cultural protection and inheritance system. Efforts should also be made to promote efficient governance. Continuously increase governance investment, promote the modernization of governance in mega and super-large cities, effectively utilize the roles of "one committee, one office, and one platform," uphold and develop the "Fengqiao Experience" of the new era, shift the focus of governance and supporting resources to grassroots levels, promote urban management into communities, and property services into households, implement "one network for all administrative services" and "one network for urban operations," and continuously improve the scientific, refined, and intelligent level of urban governance
