The BLM on Dec. 15 approved the 700-MW Libra Solar Project in Mineral County, Nevada, with an amended construction plan. The solar farm is colocated with the 2,800-MWh Libra Energy Battery Storage Project.     The revisions include realignments to the generation tie-in line, expanded pull and tension sites, closures and rerouting of State Route 2C, as well as an updated solar block layout and revised stormwater management. BLM said the changes are within the scope of its final environmental assessment and record of decision to approve the solar-plus-storage project in September 2024.     Arevia Power, which is developing the $2.3 billion project, did not immediately respond to a request for comment.     The project is underpinned by a power purchase agreement with NV Energy. It is designed to transmit power over Berkshire Hathaway Energy's Greenlink West system. The 472-mile transmission line is under construction between Las Vegas and Reno. It is scheduled to enter service in May 2027, but has faced delays.     Analysts at Jefferies in a Dec. 17 note called Libra the &#34;first solar project to move forward since the Elisabeth Solar Project in April.&#34; The Elisabeth facility in Yuma County, Arizona, includes 270 MW of solar and 300 MW of battery storage.     The Libra project was &#34;on pause for over a year awaiting approval,&#34; according to Jefferies analysts, but these minor changes indicate that the project could &#34;begin construction as early as 2026.&#34;     Under the Trump administration, the Interior Department, of which the BLM is a division, has added hurdles for solar permitting through a series of actions, including a memorandum in July that ended what Interior called &#34;preferential treatment&#34; in siting solar and wind power projects on federal lands. The agency asked for elevated review for solar energy permits.
