It is proposed to accurately define the production of products within China. The notice clarifies that domestically produced products must be manufactured within the territory of the People's Republic of China, meaning that the transformation of raw materials and components into products must occur within the customs territory. Specifically, products produced in customs special supervision areas such as domestic bonded zones and comprehensive bonded zones are considered to be produced within China; for medical device products, those that have obtained the medical device registration certificate granted by the drug supervision and administration department are considered to be produced within China; for other products, it should be judged based on the actual situation whether they are produced within China
