
Electrical and Mechanical Services Department: The number of major power outage incidents at CLP last year was halved, with a total of 43 improvement suggestions proposed
The Electrical and Mechanical Services Department announced the review report on the power supply system of CLP Holdings Limited (00002.HK). The review comprehensively analyzed the causes of all power supply interruptions and voltage drop incidents that occurred from 2021 to June 2024, and proposed five action goals based on the current state of CLP's power supply system, along with 11 action strategies and a total of 43 improvement recommendations.
The authorities stated that CLP has already implemented some improvement measures during the review process, including using the smart management system Grid-V to detect hazards in the vicinity of power supply equipment, installing lightning protection devices, and adding waterproof barriers or flood prevention equipment at more critical substations. The number of large-scale power outages affecting more than 2,000 households in 2025 was halved year-on-year, and during the earlier super typhoon Haikui and Typhoon Saola's impact on Hong Kong, when the No. 10 hurricane signal was hoisted, CLP still largely maintained normal power supply.
Additionally, during the power outage incident that occurred in Kowloon City District on December 18, 2025, CLP activated the interconnection lines of the power grid to allocate backup power and conducted remote operations, restoring power to over 70% of affected customers within four minutes. The empirical report suggested that "increasing the interconnection lines of the urban distribution network" can effectively reduce the impact range and duration of incidents on users. CLP also arranged for repair teams to arrive on-site for power outage inspections within 22 minutes, in accordance with the newly established service commitment
