A U.S. judge ruled that Norwegian energy company Equinor ASA (EQNR.US) can resume construction of its multi-billion dollar offshore wind project near New York, marking the second time this week that a federal court has blocked the Trump administration's efforts to halt offshore development projects.

U.S. District Judge Carl J. Nichols stated in his ruling on Thursday that if the project continues to be delayed during the legal dispute triggered by the U.S. government's work stoppage order, the Empire Wind project under Equinor could suffer irreparable harm.

Equinor previously indicated that the project is approximately 60% complete and was originally planned to power over 500,000 New York households by 2027; if delays persist, the project may need to be canceled
