The "14th Five-Year Plan Proposal" outlines the country's development for the next five years and makes specific arrangements to promote the long-term prosperity and stability of Hong Kong and Macau. The Secretary for Constitutional and Mainland Affairs, Eric Wu, stated that the various policy bureaus and departments of the SAR government are actively conducting in-depth research on the contents of the 14th Five-Year Plan Proposal. Once the outline of the "14th Five-Year" plan is approved by the National People's Congress in March this year, they will proactively carry out various specific coordination tasks.

He pointed out that the "14th Five-Year" plan proposal endows Hong Kong with a new strategic connotation—consolidating, enhancing, and building "four centers and one highland," namely, the international financial, shipping, trade, and innovation technology centers, as well as the international highland for gathering high-end talent. Hong Kong must continue to make good use of the unique advantages of "one country, two systems," play a significant role as a "super connector" and "super value creator," comprehensively promote the dual-engine construction of financial and innovation technology development, and continuously deepen international exchanges and cooperation
