Lawmakers question whether the Pak Shek Kok station "adds up" Ning Hanhao: I believe that those with ambition will succeed

The Legislative Council passed a member's motion to improve the traffic network in Pak Shek Kok. The government stated that it will maintain the goal of activating the MTR Pak Shek Kok Station by 2033 or earlier, but the project involves certain challenges and financial arrangements must be considered carefully.

Secretary for Development Ning Hanhao stated that the government has launched a comprehensive development project study for Pak Shek Kok, and its policy objectives remain unchanged. This includes multiple policy goals intertwined, such as enhancing the status of the Science Park and better serving the working and residential population in the area by adding a railway station. Additionally, by releasing land, the Development Bureau has the opportunity to leverage public-private partnerships to provide financial support for facilities.

In response to concerns from some members about whether the government is "calculating correctly," Ning Hanhao expressed confidence that "where there is a will, there is a way," but emphasized the need to "count the numbers." Discussions are currently underway to explore the development of residential and other supporting facilities on the land after relocating the sports field of the Education University, and there may also be a need to explore additional land outside the area to enhance the overall project's sustainability and financial feasibility, which requires some deregulation.

She also indicated that the current study has entered the final critical stage, primarily focusing on detailed cost analysis. Based on this cost analysis, it is essential to find sufficient development land both within and outside the area to support the project, at least to reduce the government's cost pressure in this regard. The government currently has many land development projects, especially in the Northern Metropolis area, which are being advanced at full speed.

Ning Hanhao noted that completing the relevant analysis in the first quarter will be challenging, but efforts will be made to announce development proposals as soon as possible this year
