
Li Jiachao: Will work with Guangdong and Macau to build the Greater Bay Area as a strategic pivot for the country's new development pattern
Chief Executive John Lee attended the video address for the 2026 Guangdong-Hong Kong Business Spring Gathering on Wednesday (4th) and stated that this year marks the beginning of the country's 14th Five-Year Plan. He will lead the entire SAR government to actively align with the national 14th Five-Year Plan and formulate the first Hong Kong Five-Year Plan, establishing a systematic policy framework with a macro strategic vision to promote Hong Kong's better integration into and service for the national development landscape.
John Lee mentioned that the construction of the Guangdong-Hong Kong-Macao Greater Bay Area is advancing at full speed. As the core city of the Greater Bay Area, Hong Kong will work closely with Guangdong and Macao to transform the Greater Bay Area into a strategic support point for the country's new development pattern, a demonstration area for high-quality development, and a leading area for Chinese-style modernization. There will be a deepening of rule alignment and mechanism connection to facilitate the smooth flow of people, goods, capital, and data. Additionally, the Hong Kong Park of the He Tao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone opened last December and will pilot the convenient flow of innovative elements with the Shenzhen Park, injecting new momentum into innovation and technology development.
He also mentioned that the Northern Metropolis is a new engine for driving Hong Kong's economic development, and will attract high-potential enterprises with flexible models, exclusive legislation, and preferential policies to strengthen industrial cluster effects. The development of the Dongguan Airport Center at Hong Kong International Airport will continue, introducing high-value logistics and cross-border e-commerce facilities to meet regional freight demands. These measures will provide solid support for Hong Kong's development and lay a strong foundation for the future.
John Lee hopes that the Hong Kong business community will actively leverage their network advantages to encourage more businesses to seize opportunities in the Greater Bay Area, promote Hong Kong's professional services, and jointly explore new markets and new blue oceans
