The Ministry of Commerce plans to recognize the second batch of 13 national processing trade industrial parks

The Ministry of Commerce's Foreign Trade Department issued a notice, in accordance with the spirit of the "Opinions of the General Office of the State Council on Promoting Stable Scale and Optimizing Structure of Foreign Trade" (Guo Ban Fa [2023] No. 10), to guide the gradient transfer of processing trade to the central and northeastern regions, promote the sustained and healthy development of processing trade, and stabilize the industrial chain and supply chain. The Ministry of Commerce is actively advancing the cultivation and construction of the second batch of national processing trade industrial parks. On November 2025, the "Notice of the General Office of the Ministry of Commerce on the Declaration and Recognition of the Second Batch of National Processing Trade Industrial Parks" (Shang Ban Mao Han [2025] No. 430) was issued. Based on local applications and expert reviews, it is proposed to recognize the second batch of 13 national processing trade industrial parks, including 4 in the central region, 7 in the western region, and 2 in the northeastern region.
