In terms of "promoting high-quality development of the real estate sector," the outline clarifies the main work directions during the "15th Five-Year" period, mentioning the need to "explore the orderly conversion and coordinated use of rental and sale-type affordable housing resources." Yan Yuejin, deputy director of the Shanghai E-HOUSE Real Estate Research Institute, stated that this expression is relatively rare in previous plans. Under the traditional model, affordable housing is locked in for rental or sale purposes from the outset of the project, but market demand is dynamically changing—when the demand for rental housing in certain areas is saturated while the demand for sale-type housing is strong, it becomes difficult to flexibly allocate resources. The proposed "orderly conversion" means shifting from static housing resource management to a dynamic demand response mechanism, which is a concrete embodiment and innovative point of "dual-track rental and purchase" in the affordable housing sector. "This essentially promotes the 'rent-to-own' model, allowing eligible tenants to purchase the rental housing as ownership property after renting for a certain period," Yan Yuejin explained. Such policies have already been practiced in some areas, such as Huangshi City in Hubei Province, where public rental housing can be converted into shared ownership housing. "For tenants, the policy meets their consumption demand of 'from renting to buying,' providing a more flexible housing solution; for the government, allowing public rental housing to be converted into ownership housing helps quickly recover funds, achieve capital circulation, and better support the construction and funding supply of new affordable housing projects." Looking ahead to the development of the real estate market in the next five years, the "15th Five-Year" plan outlines the need to "accelerate the construction of a new model for real estate development." This year's government work report also clearly states the need to "deeply promote the construction of foundational systems and supporting policies for the new model of real estate development." Yan Yuejin believes that such expressions carry significant signaling meaning—the construction of the new model has crossed the top-level design stage of establishing direction and has entered the "deep water zone" of institutional implementation. He stated, "Improving a housing system with multiple supply entities, multiple channels of security, and a dual-track rental and purchase approach" is not a new proposal, but the uniqueness of the "15th Five-Year" period lies in the formal transition of the rental market from chaotic growth to standardized development, with a significant enhancement in the refinement of institutional supply. "Dual-track rental and purchase" is a fundamental housing system that must be firmly grasped during the "15th Five-Year" period. Yan Yuejin said, "Achieving a higher level of housing security" is the focal point of this plan. Unlike the "13th Five-Year" and "14th Five-Year" plans, which focused on solving housing difficulties, the "higher level" of the "15th Five-Year" includes two layers of meaning: first, the expansion of coverage, incorporating new citizens, young people, and wage earners into the security vision; second, the upgrade of quality dimensions, moving from merely meeting housing needs to "living in a livable environment" and "living in a quality environment."
