Trump to Submit Budget Proposal to Congress on April 3, U.S. National Security Spending Under Scrutiny

U.S. President Donald Trump will submit his annual budget request to Congress on April 3. According to media reports citing informed sources, he is seeking a substantial increase in defense spending while continuing to cut the scale of domestic agencies. This budget proposal will be the first to detail Trump's spending priorities for a potential second term. Typically, U.S. presidents submit a so-called "skinny budget" in their first year in office, but Trump's budget proposal for 2025 was more streamlined than usual, and he did not follow the convention of subsequently submitting a detailed plan with economic forecasts. Excluding the first year's budget, this release, which outlines spending visions for fiscal year 2027, will be the latest since 2013. According to U.S. law, the budget submission deadline should be the first Monday in February. The submission of this budget comes exactly one year after Trump's so-called "Liberation Day tariffs." The most anticipated aspect may be Trump's proposed total national security spending of $1.5 trillion, a record high. It remains unclear whether this figure refers only to the Pentagon's budget or encompasses overall U.S. national security spending (approximately 95% of which comes from the Pentagon). Informed sources declined to comment on whether the Pentagon would seek a supplemental request to its current annual budget of nearly $1 trillion. U.S. Secretary of Defense Lloyd Austin previously stated that the supplemental budget would be around $200 billion. It is unclear if this amount will be correspondingly reduced in the U.S. fiscal year 2027 budget blueprint. Another focus for budget observers is the military branches' budget forecasts for the next five years, investments in the industrial base, supply chain improvements, and the balance between research and development spending and procurement spending. White House Office of Management and Budget Director Russell Vought stated that he will testify before the House Budget Committee on April 15.
