
The profit remittance ratio of state-owned enterprises has been significantly increased, with China Tobacco, PetroChina, and others paying the maximum of 35%

The Ministry of Finance recently disclosed the central government budget for 2026, announcing for the first time the proportion of after-tax profits from central wholly-owned state-owned enterprises (non-financial) to be remitted. The overall remittance ratio has significantly increased, with the profit remittance from central enterprises expected to reach 375.077 billion yuan in 2025, a year-on-year increase of approximately 78.5%. The remittance ratios are divided into four categories: tobacco and resource-based enterprises at 35%, general competitive enterprises at 30%, military and specific enterprises at 20%, and policy-oriented enterprises are exempt from remittance
