The "Regulations" consist of 18 articles, mainly stipulating the following contents. First, it clarifies the principles of work regarding the safety of industrial and supply chains. It states that the work on the safety of industrial and supply chains should implement the overall national security concept, coordinate development and security, balance domestic and international aspects, promote high-level opening up, and facilitate the stability and smooth operation of global industrial and supply chains. It specifies that the state guides the reasonable and orderly layout of industrial and supply chains, strengthens international cooperation in the field of industrial and supply chains, supports core technology breakthroughs in key areas, and promotes high-quality development of industrial and supply chains. Second, it establishes and improves the institutional measures for the safety of industrial and supply chains. It establishes and improves the working mechanism for the safety of industrial and supply chains. It stipulates the relevant responsibilities of the State Council departments and the people's governments of provinces, autonomous regions, and municipalities directly under the central government regarding the safety of industrial and supply chains. It strengthens the security guarantees for industrial and supply chains in key areas, establishes and improves systems for information sharing, risk monitoring and early warning, risk prevention, and emergency management, and maintains the stability and continuous operation of production and circulation of raw materials, technologies, equipment, products, etc., in key areas. In response to foreign countries, regions, international organizations, and foreign organizations or individuals that harm the safety of China's industrial and supply chains, it establishes a safety investigation system for industrial and supply chains, allowing relevant departments of the State Council to conduct safety investigations and take countermeasures. Organizations and individuals within China must implement the relevant countermeasures.
