The State Administration for Market Regulation recently held an administrative guidance meeting for food delivery platform companies in Beijing, guiding Meituan (03690.HK), Alibaba-W (09988.HK) under Taobao Flash Purchase, and JD-SW (09618.HK) to strictly implement the upcoming "Regulations on the Supervision and Management of Food Safety Responsibilities of Online Catering Service Operators," reinforcing the primary responsibility of enterprises for food safety and taking practical and effective measures to ensure consumer food safety.
The meeting required food delivery platform companies to strictly comply with legal and regulatory requirements, aligning with the regulations item by item. This includes fulfilling responsibilities in five areas: qualification review, management assurance, social disclosure, emergency management, and collaborative supervision, to comprehensively implement the primary responsibility for food safety on the platform.
The meeting emphasized that food delivery platform companies should use the official implementation date of June 1 for the regulations as a timeline, reverse schedule their work, and comprehensively review existing systems, processes, personnel allocation, and technical support in accordance with the requirements of the regulations, and promptly conduct self-inspection and rectification. They must strictly control review, management, and delivery processes, enhance management through technological empowerment, actively integrate into the government supervision system, shift from "passive response" to "active engagement," and promote a new pattern of co-governance in food safety society through initiatives like "Internet + Open Kitchen" and encouraging delivery riders to participate in food safety supervision
