In the midst of this profound transformation, AI-native OPC (One Person Company) emerges, becoming a highly vital micro-carrier of the new form of the intelligent economy. Unlike the limitations of traditional one-person business entities, AI-native OPC is centered on the core structure of &#34;human wisdom and creativity + silicon-based computing power support + intelligent algorithm-driven,&#34; breaking the traditional shackles of scale, location, and personnel, achieving a full-chain closed loop of research and development innovation, market operation, and value creation with a minimalist organization. With its characteristics of flexibility, agility, efficient innovation, and precise adaptation, it has become an active &#34;nerve ending&#34; in the new ecology of the intelligent economy. This group of &#34;super individuals&#34; rising from AI technology are pioneers of industrial innovation, practitioners of business model upgrades, and the smallest practical units for the implementation of the new form of the intelligent economy. However, the inertia of traditional industry support policies and rigid models are incompatible with the light asset, important factors, and rapid iteration development characteristics of OPC, leading to high computing power costs, a lack of core resources, and insufficient policy adaptation, which become invisible shackles restricting the growth of these emerging entities and hinder the full release of the underlying innovative vitality of the intelligent economy. Great affairs in the world must be done in detail; strategic implementation must originate from the micro. Building a new form of the intelligent economy cannot rely solely on large industries and large projects; its true foundation lies in the vibrant emergence of countless micro-innovative entities. Its long-term momentum depends on the timely advancement of policy tools and governance systems. If traditional methods such as cash subsidies and tax reductions are still used, it will not only be difficult to accurately meet the development needs of OPC but will also lead to inefficient allocation of fiscal resources, missing strategic opportunities to cultivate new forces in the intelligent economy. Only by breaking the fixed mindset, innovating policy paradigms, and focusing on micro pain points can we leverage small openings to drive large-scale changes, transforming the strategic positioning of the intelligent economy into developmental effectiveness and grounding national strategic deployments in the growth of every innovative entity. Therefore, based on the overall development of the intelligent economy and closely aligning with the strategic deployment of &#34;building a new form of the intelligent economy,&#34; I respectfully propose three suggestions to activate micro vitality through policy innovation and to solidify the industrial foundation through precise empowerment.</h1>

<li>Iterate local industrial policy support paradigms, using tokens to break the deadlock and empower, activating the innovative potential of OPC
For a long time, local support for small and medium-sized market entities has been limited to traditional methods such as cash disbursements, tax reductions, and rent subsidies. The mismatch between policy supply and the demands of emerging entities appears inclusive but is actually inefficient, making it difficult to adapt to the underlying logic of factor circulation in the era of the intelligent economy. The core development demand of OPC is not merely financial support, but the precise supply of intelligent production factors such as computing power, algorithms, data, and scenarios. It is recommended that local governments take the lead in reform, break through traditional policy frameworks, and issue targeted tokens valued at 1 million yuan to eligible AI-native OPCs, transforming fiscal support funds into exclusive intelligent factor support carriers. The tokens should be specifically used for computing power procurement, large model invocation, core data acquisition, technological research and development, and application scenario docking, achieving traceability throughout the process, targeted usability, and efficient realization. This move breaks out of the limitations of traditional financial support, realizes precise drip irrigation of policy resources, and targeted empowerment, eliminating resource waste, enhancing support effectiveness, and better aligning with the configuration rules of intelligent economic factors, allowing every policy dividend to transform into the core driving force for OPC breakthroughs, innovation, and growth.</li>

Second, strengthen the positioning of the intelligent economy as a &#34;strategic mother industry,&#34; incorporating the cultivation of OPC into the overall framework and deeply rooting the industrial ecosystem. As the &#34;strategic mother industry&#34; leading the future, the prosperity of the intelligent economy ecosystem relies on the cultivation of entities across all dimensions and levels, and must not prioritize large enterprises over small and micro ones, nor focus on scale at the expense of innovation. Although OPCs are small in size, they carry cutting-edge innovations and creativity, serve as pioneers in the application of intelligent technologies, are important supports for the diversification of the industrial ecosystem, and vividly reflect the new form of the intelligent economy. When planning the development blueprint for the intelligent economy and improving top-level design, localities must place the cultivation of the OPC ecosystem in a prominent position, include it in special planning, and list it as a key project, establishing and improving recognition standards, cultivation systems, and service mechanisms. It is essential to completely abandon the inertia of &#34;scale-only thinking,&#34; treat small and micro innovative entities equally with large leading enterprises, and actively open up public application scenarios such as smart cities, intelligent manufacturing, smart governance, and livelihood services to build a broad platform for OPCs for innovation experimentation, achievement transformation, and value realization, breaking down the barriers of scenarios, resources, and cognition for emerging entities. With the innovative vitality of thousands of OPCs, we can gather into a powerful force for the development of the intelligent economy, making the foundation of the &#34;strategic mother industry&#34; increasingly solid in the vigorous development of micro entities.
Third, improve the coordinated governance system to safeguard the growth of business formats through institutional innovation, empowering the intelligent economy to progress steadily and far. The characteristics of the intelligent economy, such as cross-border integration, intertwined factors, and rapid iteration, determine that its development must break through the governance bottlenecks of departmental segmentation and functional dispersion. Currently, the issues of insufficient coordination and poor collaboration in the development of the intelligent economy remain prominent, making it difficult to form a collaborative effort for comprehensive promotion and efficient linkage, which restricts policy implementation and hinders entity cultivation. It is suggested that the national level accelerate the establishment of a dedicated mechanism for the coordinated governance of the intelligent economy, coordinating core tasks such as industrial planning, factor allocation, policy innovation, and ecological cultivation, breaking down departmental barriers and regional segmentation, and constructing a nationwide unified promotion pattern
At the local level, a cross-departmental collaborative mechanism will be established simultaneously, focusing on the development demands of emerging business formats such as OPC, simplifying approval processes, optimizing regulatory methods, and strengthening rights protection. Adhering to an inclusive, prudent, precise, and efficient governance philosophy, a favorable environment will be created for emerging entities to innovate, experiment, and grow. Through the innovation of the governance system, we will adapt to the development needs of the new form of the intelligent economy, ensuring high-quality industrial development.
The road is long and arduous, but we will reach our destination; if we keep moving forward, the future is promising. The future picture of the new form of the intelligent economy is gradually unfolding; the journey of cultivating new productive forces is advancing steadily. OPC is a dynamic micro-light in the new ecology of the intelligent economy, and tokens are precise tools for policy innovation. By activating micro vitality through innovative policies and supporting industrial prosperity through individual growth, this is not only a pragmatic move to implement national strategic deployments but also a key step to seize the high ground in future industrial competition.
