<p>The Cyberspace Administration of China today (13th) issued a &#34;Notice on Strengthening the Regulation and Management of Online Live Streaming Rewards&#34; to regulate the profit-making behavior of online live streaming, promote compliant and healthy operations of website platforms, and protect the legitimate rights and interests of internet users. Following the announcement, Kuaishou (1024) saw its stock price drop over 1.4% to HKD 44.5; Alibaba (9988) also fell 2% to HKD 123; Tencent (700) dropped nearly 3% to HKD 490.</p>
<h2>Clear Reward Rules and Regulation of Reward Activation</h2>
<p>The relevant work requirements include: clearly stating reward rules, prohibiting multiple redirects, lengthy terms, and other methods; regulating the activation of reward profit rights, where accounts with violation records should only be activated after a 3-month penalty period, and accounts under a ban should have their reward profit rights suspended for a duration of 2 to 3 times the ban period; providing a reward limit function, allowing users to set their personal maximum amount for single and daily rewards.</p>
<h2>Platforms Should Provide Reward Reminder Functions</h2>
<p>At the same time, platforms should provide reward reminder functions, reasonably setting the triggering conditions, methods, and frequency of user reward reminders, with related functions preset to an active state, and allowing users to modify related settings; regulating the ranking of reward amounts, where website platforms must not publicly display user recharge rewards, gift purchases, and other consumption statistics without user consent; regulating reward interactions, prohibiting illegal and harmful information, and not inducing users to reward through cash back or self-rewarding methods.</p>
<p>Additionally, improving the protection mechanism for minors, prohibiting the provision of reward services to minors under 8 years old, requiring consent from guardians for providing reward services to minors aged 8 to 16, and also requiring consent or verification of income proof for providing reward services to minors over 16 years old.</p>
<p>As for other work requirements, they also include establishing a negative list for reward profit behaviors, strengthening the identification and handling of abnormal rewards, improving the complaint and reporting acceptance mechanism, and increasing the intensity of handling and exposure.</p>
<p>The Cyberspace Administration also stated that local departments must earnestly fulfill their territorial management responsibilities, urge local website platforms to fulfill their main responsibilities, clarify relevant responsible persons, conduct self-examination and correction according to the notice requirements, strengthen the management of online live streaming rewards, optimize and improve live streaming reward functions, resolutely curb the chaos of online live streaming rewards, and promote healthy industry development</p>
