According to media reports on September 18, volunteer anti-trafficking activist Shangguan Zhengyi reported that Sichuan Meishan Yunying Maternity Hospital colluded with a surrogacy agency to arrange surrogate births using others' identities to fraudulently obtain birth certificates.

Tianyancha App shows that Meishan Yunying Maternity Hospital Co., Ltd. was established in September 2017, with Liu Jun as its legal representative and a registered capital of approximately 11.85 million RMB. Its business scope includes obstetrics, gynecology, family planning, reproductive health and infertility, postpartum rehabilitation, and maternity services. It is jointly held by Meishan Yunying Maternity Hospital (Limited Partnership) and Meishan Xinsheng'er Maternity Hospital (Limited Partnership). Risk information reveals that on September 7, the company was fined 38,000 RMB by the Meishan Dongpo District Health Bureau for failing to properly identify the identities of maternity patients, resulting in two surrogate mothers giving birth under false names. Previously, the company had been penalized multiple times for illegal advertising.
