Currently, it's just foreign institutions testing the waters, and it hasn't escalated to the stage of diplomatic pressure from the U.S. government. The appreciation of the RMB is still limited, and foreign capital likely hasn't started large-scale withdrawals from RMB-denominated assets yet.
