The project is jointly developed by Perennial Group, Chongqing Transportation Investment Group, and China Railway Construction Property Group. Chongqing East Station is the largest high-speed rail station in western China and the only national-level high-speed rail hub in the region.

The first phase of Chongqing Perennial Health City covers a construction area of approximately 140,000 square meters, with a total investment of about 1.5 billion yuan. It will include the Perennial General Hospital (a tertiary general hospital) with 500 beds and several specialized hospitals. The first phase is expected to be completed gradually starting from 2028. Domestic travelers will benefit from reduced travel times, reaching Chengdu, Qianjiang, Wanzhou, and Guiyang within one hour, and Xi'an, Wuhan, Changsha, and Kunming within three hours.
