
The Ministry of Finance and two other departments issued opinions to implement the "Notice from the General Office of the State Council on the Implementation of Domestic Product Standards and Related Policies in Government Procurement."
The "Notice" clarifies that domestic products must be produced within the territory of China, meaning that the transformation from raw materials and components to products must occur within the borders of the People's Republic of China. Specifically, products produced in customs special supervision areas such as domestic bonded zones and comprehensive bonded zones are considered products produced within China; for medical device products, those that have obtained the medical device registration certificate granted by the drug supervision and administration department are considered products produced within China; for other products, whether they are considered produced within China will be judged based on actual circumstances. Budget units at all levels must strengthen the primary responsibility of purchasers, combine the characteristics of their business with the requirements of the "Notice," further improve internal control systems, optimize internal workflows, and embed domestic product standards and related policy requirements into various stages of government procurement, including procurement needs, procurement documents, procurement contracts, and performance acceptance, to ensure the implementation of policy requirements in government procurement starting from January 1, 2026
