In order to further dismantle barriers and promote development, the Development Bureau, along with other departments under its jurisdiction, has formulated new measures for key approval procedures in the development process to expedite the approval of large projects. The authorities stated that they recently introduced the new measures to the Streamlining Development Control Joint Subcommittee under the Land and Construction Advisory Committee, where industry representatives expressed their support.

The Development Bureau indicated that the new measures will apply throughout Hong Kong, including development projects outside the Northern Metropolis and the Northern Metropolis itself. The newly established internal monitoring and senior intervention mechanisms cover the three key approval stages of planning, land administration, and construction, constituting a "full-process" mechanism.

The new measures apply to large residential projects with 500 units or more, commercial developments with a floor area of 100,000 square meters or more, and the construction of industrial land, supporting the Northern Metropolis's "industry-oriented" strategy and consolidating the development of advantageous industries. The authorities have issued a general notice to all decision-making bureaus and departments regarding the implementation details of the new measures
