
Zhang Guojun visits Indonesia to promote the advantages of Hong Kong's legal and financial services
The Deputy Secretary for Justice, Zhang Guojun, attended an international forum in Jakarta, Indonesia, on Tuesday (10th), where he met with local political and business leaders to promote Hong Kong's advantages in legal, financial, and other professional services under "one country, two systems." He emphasized that Hong Kong will actively play the role of a "super connector" and "super value creator" to enhance connections between mainland China and the member countries of the Association of Southeast Asian Nations (ASEAN).
Zhang Guojun stated that Hong Kong's unique advantages can be reflected in four aspects. First, it is "irreplaceable." Hong Kong serves as an irreplaceable bridge for Indonesian and ASEAN member country enterprises to explore the mainland Chinese market and for mainland Chinese enterprises to enter the Southeast Asian market. Second, "interconnectivity." As an international financial hub, Hong Kong is highly interconnected in professional fields such as finance and law, reflecting international best practices. Third, "innovation." Hong Kong's innovative policies keep pace with the times and actively support the development of various sectors. For example, multinational companies that relocate to Hong Kong can enjoy the city's simple and low tax regime. Fourth, "indispensable." The common law system is key to Hong Kong's success. The rule of law in Hong Kong is robust, and its bilingual common law system aligns with international standards, providing clear and transparent legal frameworks that offer solid legal protection for multinational investments, making it an indispensable international legal hub. He emphasized that Hong Kong hopes to leverage its unique advantages to collaborate with Indonesia and other ASEAN countries to promote shared prosperity in the Asian region.
During the forum, Zhang Guojun met with Minister Counsellor Zhou Kan from the Chinese Embassy in Indonesia. He mentioned that the Department of Justice is fully supporting mainland enterprises to go global through Hong Kong. About two months ago, they launched the "Hong Kong Professional Services Going Global Platform" and the "Record of Successful Cases of Hong Kong Professional Services Assisting Mainland Enterprises Going Global." During this visit, he also visited a mainland investment enterprise that successfully expanded overseas with the help of Hong Kong professional services and established a presence in Indonesia, exchanging views with the management on measures to support mainland enterprises through the platform.
Zhang Guojun further pointed out that under "one country, two systems," Hong Kong possesses the dual overlapping advantages of national and international opportunities. He welcomed the Indonesian business community to make good use of Hong Kong's high-quality professional services, including international legal and financial services, to establish regional business headquarters in Hong Kong and explore opportunities in the "Belt and Road" initiative and the Guangdong-Hong Kong-Macao Greater Bay Area.
Zhang Guojun will visit the China Chamber of Commerce in Indonesia today before concluding his visit and returning to Hong Kong
