The Ministry of Finance and two other departments issued a notice regarding the tax incentives for supporting technological innovation during the 14th Five-Year Plan period: Scientific research institutions, technology development institutions, schools, party schools (administrative colleges), and libraries are exempt from import duties and import value-added tax and consumption tax for scientific research, technology development, and teaching supplies that cannot be produced domestically or whose performance cannot meet the needs
