
National Financial Regulatory Administration: Strictly Prevent and Punish Illegal Financial Activities Conducted via Apps
The plenary (expanded) meeting of the Inter-Ministerial Joint Conference on Prevention and Crackdown on Illegal Financial Activities in 2026, along with the mobilization and deployment meeting for the overall campaign against illegal financial activities, was held in Beijing on April 22. The meeting required strengthening collaboration between central and local governments and inter-departmental coordination to truly achieve a unified national approach. Governance measures must be shifted upstream, adhering to the principles of exclusive financial licensing and licensed operations, enhancing forward-looking industry risk prevention, strictly regulating the dissemination of information related to illegal activities, and improving the precision and effectiveness of monitoring and early warning systems. Emphasis should be placed on early detection and small-scale intervention, deepening governance in key areas, carrying out administrative enforcement in accordance with the law, promoting substantive resolution of leads, and strictly preventing and punishing illegal financial activities conducted via apps. A high-pressure stance for severe crackdowns must be maintained at all times, targeting any signs of illegal financial activities immediately, and accelerating efforts to resolve existing cases.
