<div id="readability-page-1"><div><p>According to mainland media reports, the Beijing Municipal Administration for Market Regulation announced that the market regulators of Beijing and Shanghai have signed the &#34;Cooperation Framework Agreement on Food Safety Governance of Third-Party Online Catering Platforms&#34;, establishing a coordinated governance mechanism for food safety in online catering.</p><p>The two market regulatory authorities will comprehensively strengthen cooperation in data sharing, information exchange, joint risk control and coordinated law enforcement. Measures include jointly promoting food delivery platforms to implement a dual-track system of &#34;online review + offline verification&#34;; jointly urging platforms to verify and compare the food operation permits and other business qualification information of online catering merchants with corresponding data held by provincial-level market regulatory authorities; and jointly promoting the establishment of unified rapid response measures for food safety violations, achieving &#34;discovery in one location, coordinated action in two cities, and disposal across the entire network.&#34; Four mechanisms will be established, including cross-regional governance consultations, routine liaison and coordination, synchronized interviews and administrative guidance, and regular information reporting.</p><p>To effectively implement the &#34;Regulations on the Supervision and Administration of Online Catering Service Operators in Fulfilling Food Safety Responsibilities&#34;, which will take effect on June 1, the Beijing and Shanghai market regulators held a joint administrative guidance meeting with major food delivery platform enterprises on the same day the agreement was signed. The meeting provided guidance to Meituan (registered in Beijing), Taobao Instant Commerce (registered in Shanghai), and JD Food Delivery (registered in Shanghai), urging them to refine and enhance implementation measures and strictly fulfill their primary food safety responsibilities.</p><p>The Beijing and Shanghai market regulators also provided a detailed interpretation of the new regulations, clearly defining the &#34;red lines&#34; and &#34;bottom lines&#34; for platform operations. Specific administrative guidance was given on strengthening substantive review of merchant qualifications, standardizing online information disclosure, enhancing food delivery management, and improving food safety management systems, further reinforcing the primary responsibilities of platforms and safeguarding the bottom line of food safety in online catering.</p><p>Under the guidance of the State Administration for Market Regulation, the Beijing and Shanghai authorities will continue to strengthen coordinated governance of food safety in online catering, intensify cross-regional regulatory enforcement, and jointly address illegal food safety activities in the online catering sector.
