The General Office of the Shanghai Municipal People's Government issued the "Shanghai New Energy Storage Demonstration Leading Innovative Development Work Plan (2025-2030)", focusing on green methanol and green ammonia, with the long-term goal of forming a layout of four hydrogen-based energy bases in the Lingang New Area, Jiading District, Chemical Zone, and Waigaoqiao area. Green methanol will continuously enhance refueling capabilities for shipping, while leveraging local resources as a "ballast stone" while laying out production capacity outside the city. Green ammonia will focus on coal power co-firing, establishing a green ammonia demonstration plant in the Chemical Zone to promote a decrease in production costs, and conducting green ammonia co-firing demonstrations in conjunction with the construction and upgrading of thermal power projects, gradually increasing the co-firing ratio to explore new pathways for large-scale renewable energy consumption
