On June 30th, at the first China Cosmetics Brand Development Conference, customs officially released 11 measures to support the high-quality development of the "Oriental Beauty Valley" cosmetics industry in Shanghai. The relevant measures are specifically aimed at the development of the cosmetics industry, with the goal of further expanding the scale of the cosmetics industry and assisting the growth of domestic cosmetics brands. According to reports, there are a total of 11 support measures, mainly involving three aspects: First, optimizing inspection processes. Based on the local government's "white list" precise policies, export cosmetics will be released after sampling; scientifically adjusting the sampling strategy for small-sized export cosmetics; integrating the inspection methods for imported semi-finished cosmetics after repackaging to accelerate customs clearance. Second, innovating regulatory models. Implementing a classified management concept for imported cosmetics, simplifying the entry procedures for cosmetics participating in professional exhibitions, and supporting the high-quality development of the first-release economy; optimizing inspection requirements for imported and re-exported cosmetics to facilitate international allocation; exploring the application of trust mechanisms in the inspection and regulation of imported and exported cosmetics. Third, enhancing service efficiency. Assisting in the testing and research and development of imported cosmetics, reducing the sampling ratio of export cosmetics for high-level certified enterprises, exploring remote operation methods to empower local inspections, promoting collaborative governance between customs and local authorities, and increasing support for standards and regulations
