The other two ride-hailing services with similar suggestions are Vietnamese brands Be and Xanh SM (GSM). Xanh SM, founded by top conglomerate Vingroup chairman Pham Nhat Vuong, is known for already utilizing only electric vehicles of VinFast, the EV arm of Vingroup. Hanoi Department of Construction said the move follows plans of the municipality and the Prime Minister regarding pollution prevention and low-emission zones in the city. The department clarified that the switching from fossil-fuel vehicles to electric vehicles is part of the plans. Couriers and ride-hailing services are asked to encourage drivers and partners to utilize electric vehicles and inform the municipality of any issues for solutions. Another request is to inform drivers of administrative fines related to road-based delivery services. According to Hanoi’s statistics as of mid-2025, the city had about eight million motorbikes and 1.5 million cars. In Vietnam, electric vehicles are becoming more and more popular, as VinFast recorded sales of 175,099 units in 2025. This was the highest figure among all vehicle brands last year.
