    Understanding the Market | CHINA GRAPHITE surged over 15% in early trading as two departments implemented export controls on lithium battery and artificial graphite anode materials

    CHINA GRAPHITE rose over 15% in early trading, and as of the time of writing, it has increased by 13.92%, trading at HKD 0.45, with a transaction volume of HKD 1.3854 million. In terms of news, on October 9th, the Ministry of Commerce and the General Administration of Customs jointly announced the decision to implement export controls on lithium batteries and artificial graphite anode materials. It proposed export controls on lithium-ion batteries with a weight energy density greater than or equal to 300Wh/kg (including battery cells and battery packs), equipment used for manufacturing rechargeable lithium-ion batteries, as well as related anode materials and graphite anode materials. This announcement will officially take effect on November 8, 2025. The "Export Control List of Dual-Use Items of the People's Republic of China" will be updated simultaneously. It is reported that China is the world's largest producer of graphite (accounting for 80% of global production), processor (accounting for 75% of global anode material production), and consumer, forming a complete industrial chain of "mining - purification - deep processing - application," with flexibility in cost control and capacity allocation.
