He emphasized the need for an energy ceasefire as attacks have severely impacted power supply, leaving residents without heat amid freezing temperatures. Timchenko noted that rebuilding the energy infrastructure could cost $65–70 billion and called for accelerated development of decentralized energy sources to enhance resilience against future attacks. He urged immediate preparations for reconstruction, highlighting the importance of strengthening air defenses and stocking critical equipment.
