个人养老金制度颁布窗口期至少晚了三到五年，图里数据显示 2020 年就已经负增长，随着劳动力见顶、企业红利期逐渐结束，靠个人扣缴和企业年金制度里面的小参数、小口径闪转腾挪小打小闹就根本止不住颓势，要么有底层设计性的变革动作，要么让一辈子喝茶看报的退休人减少养老金，哪种都难。好日子时一顺百顺，苦日子来了四处漏风
